Why Speed Isn’t Always the Best Measure of Success

Speed has become one of construction’s most persuasive selling points.

Faster construction. Shorter programmes. Earlier occupation. Quicker return on investment.

And there are good reasons for that.

Where an asset needs to become operational quickly, an earlier completion date can create genuine commercial value. For a hotel, that means opening rooms sooner. For a data centre, it means bringing critical infrastructure online earlier. For healthcare, defence or public infrastructure, it means responding more quickly to an operational requirement.

Permanent modular and other offsite approaches can create meaningful programme advantages too. Evidence presented to the UK Parliament has documented programme reductions across projects in healthcare, rail and other sectors, including a six-month saving at Dumfries and Galloway Royal Infirmary and a reported 20% programme reduction on the Ordsall Chord.

But there is an important distinction to make.

Speed can be valuable. It just isn’t the same thing as success.

A Shorter Programme Doesn’t Automatically Mean a Better Project

A construction programme is rarely successful simply because it is short.

What matters is whether the project reaches the required outcome when expected, at the required quality and with the commercial and operational performance the client needs.

A theoretically fast programme that repeatedly moves is considerably less valuable than a programme that can be planned around with confidence. The same applies if acceleration introduces additional defects, cost increases, rework or compromises further down the delivery process.

Research into construction error has identified inadequate planning, late design changes, poorly coordinated information and excessive time and financial pressure among the principal causes of error. Separate empirical research into schedule acceleration has found that apparent programme benefits can be offset by productivity and quality losses associated with out-of-sequence work, defects and cutting corners.

The objective therefore shouldn’t be to make every stage happen as quickly as possible. It should be to create the most effective route to the required outcome. That difference is particularly important when considering permanent modular construction.

Permanent Modular Creates Speed Differently

One of the most significant potential programme advantages of permanent modular construction isn’t that people simply work faster. It is that the delivery sequence itself can change. In a conventional construction programme, many activities take place sequentially. One stage needs to reach a certain point before the next can progress.

With an appropriately planned offsite strategy, suitable activities can instead happen concurrently. While site preparation and groundworks progress, elements of the building can be manufactured within a controlled factory environment. Once manufacturing, logistics and site readiness align, modules can then move into installation.

The result can be a shorter overall programme without simply putting more pressure on individual activities. That distinction matters.

Speed becomes the outcome of a better delivery strategy, rather than the strategy itself.

Faster Delivery Requires Earlier Certainty

Permanent modular can move physical construction away from site.

What it cannot do is remove the need for decisions. In fact, successful modular delivery can require important decisions to happen earlier.

Government research into volumetric modular construction identifies factors including early design freeze, integration between design and manufacturing teams, Design for Manufacture and Assembly (DfMA) skills, early supply-chain involvement, coordinated procurement and logistics capability as important considerations. That fundamentally changes where programme pressure sits.

Instead of allowing unresolved information to move deep into onsite construction, decisions around design, interfaces, performance and manufacture need to be controlled before production gains momentum.

Done properly, this creates an opportunity. Design information can be governed earlier. Interfaces can be defined. Procurement can align with production. Quality requirements can be established before repetition begins. But those same characteristics can become risks when decisions are made too late.

A design problem repeated through multiple modules can multiply rather than reduce inefficiency. A late change after manufacturing has been committed can affect cost and programme. Factory output cannot create an overall programme advantage if transport, installation or site readiness are not coordinated around it.

Government research into volumetric modular construction specifically identifies these dependencies, including the potential for late decisions to remove anticipated time advantages.

So perhaps the more useful question isn’t: How quickly can we manufacture it?

It is: How much of the project can we make certain before we manufacture it?

From Programme Speed to Programme Certainty

This is where the way we measure construction performance becomes important.

Homes England’s research into the impact of Modern Methods of Construction (MMC) provides a useful example. Its monitoring framework goes significantly beyond measuring construction duration alone. Alongside onsite and factory time, it considers measures including predictability of delivery, predictability of cost, logistics, rework, post-completion defects, energy performance and lifecycle maintenance.

Predictability was deliberately incorporated into the framework as an important dimension of performance alongside more familiar measures of time, cost, quality and productivity. For clients and project teams, that creates a different way of thinking about programme performance.

Instead of measuring only:

How quickly can the building be completed?

We can also ask:

  • How reliable is the completion date?
  • How predictable is the cost?
  • How much rework is required before completion?
  • How effectively are manufacturing, logistics and installation coordinated?
  • When will the asset actually be ready for occupation or operation?
  • How will it perform once it gets there?

These measures provide a much more complete picture of whether a delivery strategy is genuinely creating value.

Measure the Time to a Usable Asset

There is another potential problem with focusing exclusively on construction speed: where do we stop the clock?

A building being physically complete isn’t necessarily the same as the building being ready to fulfil its purpose. Testing, commissioning, defect resolution, handover and operational readiness all matter. For technically complex assets in particular, a building that has been erected quickly but cannot yet operate as intended has not necessarily delivered the programme outcome that matters commercially.

The stronger measure is therefore often time to a usable asset, rather than simply time to a completed structure. This becomes especially important across sectors such as healthcare, data infrastructure and other operational environments where technical integration and commissioning form an essential part of successful delivery. The programme should ultimately reflect the point at which the client can use the asset for the purpose it was created for.

When Should Speed Be the Priority?

None of this means speed is unimportant. In some projects, it is commercially critical. If bringing a building into operation earlier generates revenue, addresses an urgent capacity requirement or reduces disruption to an existing operation, programme reduction can be enormously valuable.

The important question is whether an earlier date creates material value. If it does, the next question is whether the project is actually structured to achieve it.

  • Is the design sufficiently mature?
  • Can suppliers and manufacturers be engaged early enough?
  • Can site and factory activities progress in parallel?
  • Are logistics and installation understood?
  • Are assurance, commissioning and handover requirements incorporated into the programme?

If those conditions are controlled, permanent modular construction can offer a powerful route to programme reduction. If they aren’t, forcing acceleration can simply move uncertainty elsewhere. That is why certainty and speed should not be treated as opposing objectives. A strong delivery strategy can provide both.

The Project Should Come First

The UK Government’s own guidance on Modern Methods of Construction makes an important point: MMC is not an end in itself.

The appropriate delivery model should be assessed against the outcomes a project needs to achieve, including wider considerations of value rather than the construction method being predetermined.

That is an important principle for the industry more broadly. Permanent modular isn’t automatically the right answer because a project needs to be delivered quickly. Equally, its programme advantages shouldn’t be reduced to a headline percentage.

The starting point should be the project. What needs to be delivered? When does it genuinely need to become operational? Where does uncertainty currently sit? What would an earlier completion date actually be worth? And which delivery strategy gives the greatest confidence of achieving that outcome?

For suitable projects, permanent modular can change the programme significantly. Controlled factory manufacture, earlier decision-making and parallel activity can reduce exposure to some of the uncertainty associated with long, sequential onsite programmes.

But the value isn’t simply in being faster. It is in creating a delivery programme that can be understood, controlled and relied upon.
