Those experiences provide important lessons for the industry, but they also reinforce the need to evaluate the specific system, supplier, commercial model and project conditions rather than treating modular construction as a single proposition.
The decision therefore isn’t simply: modular or traditional?
It is: which delivery strategy gives this project the greatest confidence of achieving its objectives?
The opportunity isn’t in replacing traditional construction. It’s in expanding what construction can deliver.
Better questions lead to better decisions
The quality of the delivery decision depends heavily on the questions asked at the beginning of the project.
Rather than starting with: Should we use modular?
Start by understanding:
What commercial outcome are we trying to achieve?
Where does programme certainty matter most?
Which elements of the project genuinely benefit from off-site manufacture?
Where are the major programme, site and interface risks?
What assurance, certification and compliance requirements apply?
When do design decisions need to be made and locked in?
How will quality be controlled, recorded and evidenced?
What are the requirements around durability and whole-life performance?

These questions create a much stronger basis for evaluating the available delivery options. They can also identify projects where permanent modular isn’t the right answer.
That distinction matters.

The conditions surrounding the project matter. Scale. Repeatability. Pipeline. Design maturity. Standardisation. Procurement. Logistics. Site readiness. Coordination.
Permanent modular can create significant programme efficiencies when manufacturing and site activity are able to progress in parallel. But those efficiencies depend on the project being designed and managed around that delivery model.
The same applies to cost. Moving activity into a controlled manufacturing environment changes where cost, programme and delivery risk sit; it doesn’t make those risks disappear.
That is why permanent modular should be evaluated as a delivery strategy, rather than sold as a shortcut.
What permanent modular can change
When the project conditions are right, moving a significant proportion of construction into a controlled manufacturing environment can create opportunities across the project lifecycle.
PROGRAMME CERTAINTY

QUALITY CONTROL

Controlled production processes can support greater consistency, repeatability and quality assurance while creating clearer opportunities for inspection and documentation throughout manufacture.

Reducing the amount of activity required on site can create opportunities where conventional delivery is constrained by location, access, disruption or available labour. Urban developments, operational sites and projects with restricted working environments can all present challenges that make the balance between off-site and on-site activity commercially important.

It is that, when managed properly, it can allow more of that risk to be identified, controlled and resolved earlier.

But the wider principle extends beyond housing. The appropriate assurance route will depend on the building, sector, system and intended use. The important question is whether the proposed solution can provide the evidence, compliance and long-term performance the project requires.

A better question to ask
The most useful challenge here is not that everyone should become a modular convert. It is that too many clients and contractors are still asking the wrong first question.
The right questions are whether a specific system is durable, mortgageable, warranted, well-documented, commercially repeatable and matched to the delivery strategy in hand.
If projects continue to be evaluated through the lens of old stigma and category confusion, the opportunities those projects exist to unlock – more certainty, better quality, lower waste, broader delivery capacity – will keep being missed.
Modular, evaluated rigorously, is not a shortcut. It is a different route to the same outcome. The question worth asking is whether that route suits your project – not whether you once heard it did not work.
